Bartimaeus Contract Teaching Position
Bartimaeus, Québec has a contract teaching/tutoring position available immediately for a specialized program for Inuit youth. The Ulluriaq Adolescent Center, located in Rivières de Prairies, QC is a residential program housing 8 Inuit girls and 8 Inuit boys, ages 13-17. All students speak English as a second language. We are looking for an experienced educator/tutor to work with the girls, all of whom are IPL students, 3-5 years behind in their studies, and many of whom can present challenging behaviours. Curriculum is open for a professional interpretation and design based on students needs. This temporary full time position would begin immediately; 5 days a week, 6.4 hours/day for the balance of the school year. A contract renewal for next school year (2012-2013) is possible as well. Pension Plan Changes
Changes to the Canada Pension Plan commented on by Merle Lewis
First of all you need to go to QPP- Quebec Pension Plan not Canada Pension Plan (that's for the rest of Canada)
If you read down (in the ACER-CART message) you will see that the info does not apply to Quebec
Some of the changes proposed have already been implemented here for a while - such as contributing if you go back to work
Some of the changes coming to Quebec are meant to encourage people to wait longer before taking their QPP by increasing the reduction if you take it before 65 and increasing the payment if you take it after 65

Changements apportés au Régime de pensions du Canada from ACER-CART
Changements apportés au Régime de pensions du Canada qui touchent vos
membres
Comme vous le savez, des changements seront apportés au Régime de pensions
du Canada (RPC) jusqu'en 2016. Bon nombre de ces changements entreront en
vigueur le 1er janvier 2012.
En tant qu'organisation qui offre des conseils sur votre site Web, vous
serez peut-être intéressé à transmettre de l'information à vos membres
concernant les changements importants au RPC.
Quoi de neuf?
Voici un aperçu des changements qui seront apportés au RPC :
· Les personnes qui prennent leur retraite avant 65 ans n'auront pas à
arrêter de travailler pour commencer à recevoir une pension de retraite du
RPC.
1 La nouvelle prestation après-retraite entrera en vigueur le
1er janvier 2012, ce qui signifie que :
· si vos membres sont âgés de moins de 65 ans et qu'ils travaillent
pendant qu'ils re&ccediol;oivent une pension de retraite du RPC, eux et leur
employeur devront cotiser au RPC (ces cotisations compteront aux fins de la
nouvelle prestation après-retraite, qui s'ajoutera à la pension de retraite
du RPC);
1 si vos membres sont âgés d'au moins 65 ans,
mais de moins de 70 ans, et qu'ils travaillent pendant qu'ils reçoivent une
pension de retraite du RPC, ils peuvent choisir de cotiser ou non au RPC aux
fins de la prestation après-retraite.
· Si la pension de retraite du RPC est versée après 65 ans, le montant
mensuel de la pension de retraite augmentera en fonction d'un pourcentage
plus élevé.
1 Si la pension de retraite du RPC est versée avant 65 ans, le montant
mensuel de la pension de retraite diminuera en fonction d'un pourcentage
plus élevé.
2 Le nombre d'années sans revenu ou de faible revenu qui est
automatiquement exclu du calcul de la pension de retraite du RPC sera plus
élevé.
Note : Ces changements ne s'appliquent pas au Régime de rentes du
Québec.
Ce que nous avons à vous offrir
Nous avons mis au point plusieurs outils que vous pourriez utiliser pour
transmettre de l'information à vos membres, notamment :
* des graphiques pour le Web pouvant servir à mettre des liens vers
des renseignements que nous avons affichés sur le site Web de Service
Canada;
* des textes de diverses longueurs à inclure dans votre contenu Web,
vos bulletins, etc.;
* un feuillet d'information sur la prestation après-retraite.
Jusqu'en mars 2012, Service Canada peut également donner à vos membres une
séance d'information technique sur les changements récents touchant le RPC.
Si cette séance vous intéresse, vous n'avez qu'à répondre au présent
courriel pour demander plus de renseignements à ce sujet.
Vous recevrez un appel de suivi de Nadine Barakat, de la Direction du
marketing de Service Canada, qui pourra répondre à vos questions et avec qui
vous pourrez discuter de votre utilisation des outils de marketing. Si vous

President's Fall Welcome

Dear Members,
On behalf of the Board of Directors of QPARSE we would like to extend to you a welcome to the 2011-2012 Program year. We sincerely hope you have had an enjoyable summer and are ready to join us for an exciting program of lectures, workshops and lunches, plus outings to places of interest near and far.
The first of this year's events is our Fall Reception for Retirees. This will be held on Wednesday, October 19th 2011 at 12:45p.m. in the Patterson Room at the English Montreal School Board, 6000 Fielding Ave., Cote St. Luc. There will be no events held in the months of November 2011 and January 2012. We hope you will make an effort to support the balance of 6 events which will be held either at EMSB or Carmine’s Tuscany Grill Restaurant.
As indicated in our Spring Newsletter there will be only two Newsletters, Autumn 2011 and in the Spring of 2012. Two flyers will be inserted to keep you up to date on programming information. This was necessitated by the cost of mailing as there are only a third of our members who have email addresses.
Please join us for a light lunch and a glass of wine at our Fall Reception. (“free will” donation) Hope to see you there!

Bill 23 Pension Indexing Protest

Madame la Ministre,
Je fais partie des quelque 274 000 retraités du Québec affectés par la désindexation des régimes de retraite des employés des secteurs public et parapublic. Le 8 juin dernier, votre annonce concernant la création du Comité consultatif sur les services aux retraités et les enjeux de l’indexation a redonné de l’espoir aux retraités pour trouver une solution à cette situation qui dure depuis près de 30 ans.
Cependant, quelle déception d’apprendre la présentation du projet de loi 23, qui vient éliminer la possibilité d’une correction de la désindexation avant même le début des travaux du Comité. La clause du 20% de surplus nécessaire avant toute correction est franchement irréaliste et vient reporter la possibilité d’une solution si loin que je crains de ne jamais en voir la couleur de mon vivant.
Par ailleurs, le projet de loi 23 ne vise pas le RRPE, le RRF, le RRE ni le RRCE, menaçant ainsi d’exclure les 80 000 retraités de ces régimes de toute possibilité de correction.
Je vous demande donc de retirer le projet de loi 23 et d’attendre la fin du dialogue entre les différents membres du Comité avant d’encadrer la correction de la désindexation dans un projet de loi.

Finally - Some Good News For A Change
Twenty-nine years after being first subjected to the effects of de-indexation, four years after joining forces with the Groupe de travail des associations de retraités (GTAR) to try to put a stop to the detrimental and escalating loses in our purchasing power, after participating in public demonstrations in Montreal and Quebec, fifteen months after the hearings held on this issue by the Parliamentary Commission on Public Finances, twelve months after this Parliamentary Commission published its interim report, CARRA’s Board of Directors finally struck the Consultative Committee to examine the issues related to indexation of the pension plans.
You will recall that in its interim report, the Parliamentary Commission on Public Finances, on which sit members from all parties in the National Assembly, recognized the need to diminish, if not to eliminate, the loss in purchasing power of retirees who have been subjected to de-indexation of their pensions for the years 1982- 1999. The Commission recommended the creation of a Consultative Committee, within CARRA, to examine services to retirees and the parameters of indexation.
Nominations have been completed and the committee is composed of a Chair, 8 retirees and 8 union reps. Representatives from the Treasury Board as well as from the pension administrator, CARRA, will also participate in the discussions of the committee. Of the 8 retirees, 4 have been nominated by GTAR and are: Louise Charlebois (AREQ), André Goulet (AAR), Gisèle Goulet (RIIRS), and Madeleine Michaud (AQRP). The other four retirees are: Arlette Bouchard (RRAME); Rodrigue Dubé (ADR); Rosaire Quévillon (ADR – RRAME); and Jean Turgeon (AQDER). The Chair is François Turenne, recently retired Deputy-minister.
The Consultative Committee’s mandate is to discuss and propose solutions concerning indexation of the pension plans. While no timeline has been determined at this moment, it begins its deliberations on September 8, 2011. Please note that this is the first time that retirees have been invited on a parity basis as official partners in discussions to determine the future of their pension plans. Finally, the first step in the right direction, that of setting into motion long-term solutions to this recurrent problem.

La tâche :
Tutrice à temps partiel pour l’aide aux devoirs, de la 1ère à la 6e année. Programme d’immersion française.
Cycle un : 1ère et 2e années – instruction (et devoirs) en français.
Cycles deux et trois : 3e à 6e années – instruction (et devoirs) en français et/ou en anglais.
Où et quand :
